Introducing the PPSR

The Personal Property Securities Register, commonly known as the PPSR, is a national register of security interests operated by the Australian Financial Security Authority (AFSA).

The basic idea is that secured creditors with an interest in personal property that is in the possession of somebody else should register their interest on the PPSR. The person or organisation in possession of the property is called the grantor.

The register is organised around grantors – meaning that if you conduct a search of the register using the grantor’s details (grantor search), you will find a complete list of secured creditors who have registered their interests against that grantor.

In addition, you can search by serial number for motor vehicles, watercraft and aircraft.

You cannot search by the secured party to see whom they have registered against. This would be commercially sensitive and tantamount to getting hold of someone’s customer list.

The register is electronic. Persons with a low volume of registrations may access the register through a publicly available website. At the other end of the spectrum, users with a very high volume of registrations may build their own.

The designers of the register anticipated that the majority of users would interact with the register through a third party broker such as EDX. We have built our own registration and registry maintenance platform (ESIS), providing a highly efficient alternative to the government website.

The primary transactions processed through the PPSR are as follows:

  • Renewal
  • Discharge
  • Search

The electronic document core to the PPSR is called a financing statement, which we will examine more closely in the next section.


ESIS is a web based system that provides a far more efficient alternative to using the PPSR website. It has a dedicated business-to-government (B2G) link to the PPSR, providing businesses with a far more efficient way of managing all security interests.

It’s interesting to compare the features of the EDX registration software against those of the government website.

You will see that while the government website is perfectly adequate for one or low numbers of registrations, the EDX system (ESIS or Electronic Securities Information System) provides many advantages for volume users.

This looks quite straightforward, until you try and create a financing statement. Then the fun begins:
  • There are specific rules for how you identify a grantor, and an error may invalidate your registration.
  • There are 28 different collateral classes, and an error may invalidate your registration.
  • There are specific rules for the collateral description, and an error may limit the scope of your security.
  • The standard questions use unfamiliar terminology, and an error may limit or invalidate your security.

In other words, what should be quite straightforward is actually a minefield. To illustrate this, EDX offers a “desktop review” to assess the degree of compliance with PPSA rules, for organisations that have created their own financing statements on the PPSR. We have found that 95% of organisations have included errors that may limit or invalidate their security.
